More examples of countries that are first world and have a mixture of multi-lingual people? Pretty much all of Western Europe... Norway, Sweden, Germany, Denmark, Spain, France, etc etc, all speak their native languages, plus english, along with some mix of the other surrounding languages.

France makes people there learn French.

We do not make immigrants learn English.

Not the same.

but filipinos, due to their culture and love of all things american, normally speak very well or close to very well. this is the reason there are so many call centers there.

Also they declared English to be their official business language so they teach it in school.

This is true; however, not everyone there speaks English. I have a lot of Filipino family and in fact, probably half my cousins don't speak English and having traveled to the Philippines various times, while a good portion of people speak English very well, there is is a LOT of people that don't.

the amount that due far, far outweigh those weho do not. Bacalod and Cebu are call center hot beds, and manila is very much the same.
