That's not entirely true. I play in a few devy fantasy football leagues (Devy=developmental, in which you draft college players as part of your "farm system"), and both players were well-known...drafted, in fact...by people in the leagues I play in. They were on NFL scouts radars, certainly, if they were on ours. Both were also 2nd (Adams) and 3rd (Kupp) round NFL picks. So it isn't like they were UDFAs or even Day 3 guys who were just lucky to hear their names called. They were prime draft targets for NFL teams.Neither were top of mind to any draftnik outside the Eastern Washington and Fresno State fanbases.
Adams had 131 catches, 1719 yds, and 24 TDs as a rSO at Fresno State, following up a rFR year in which he had 102 catches, 1312 yds, and 14 TDs. Those kinds of numbers, even at that level, make people take notice. Plus he had the requisite size and speed.
Kupp, likewise, had ridiculous career numbers at an even lower level of competition, but finished his 4-yr career with 428 catches, 6464 yds, and 73 TDs. He also had the size, but some questions around his speed (he ran a 4.62 40). He just is one of the best route-runners of the last decade, so he is always open.
They weren't complete unknowns, but being west coast kids and playing at non-P5 schools, it's extremely fair to say the casual college football fan likely had no idea who they were, but NFL scouts most certainly did.
