Why did it take so long in rules about runners passing each other? Replay made it evident that did.

Where does the hitter run to then if the runner needs to tag if the ball gets caught. That call makes it seem like the hitter can’t run to first because first base is occupied.

On that particular ball, the runner has to stop halfway. Off the bat that ball looked to be off the wall, there was no reason to go all the way back to the bag.
