How has this not been mentioned earlier? Surely they know the 14th school (Missouri or whoever), but why did they act like they were fine with 13?

I don't know. Either the SEC

--has been planning on a waiver

--has planned to have 14 schools next year

Probably do like the MAC and ignore it. The NCAA is unlikely to do anything to the SEC over that.
