No, it's how you test the strength of your theory. If your theory is correct, it should be able to accommodate all instances falling under the rule. If it can't, that means the rule you proposed needs to be revised.

Our country if full of laws that accommodates some while walking on the rights of others, so the idea of all instances is but a wishful thought. It boils down to what is the greater good for our society as we wish for it to be. Naturally those greater goods will generally be very debatable dependent upon whom you are talking to.
