It's blatantly unconstitutional. Not even a close call.

But I suspect the La. legislature knows this. It's more registering frustration that the world is different than it used to be.

School me on which amendment says they cannot do that? I sincerely want to understand. The 1st amendmemt doesn't. Is it in the Louisiana state constitution?
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.[4]
