Now Trump is claiming he withheld the money because other countries aren't paying their fair share to help Ukraine.

This might be setting the stage for another volley of “Trump is too incompetent to avoid breaking a few laws” defense that we got during the Mueller report. I mean, really, should we expect the man who has the authority to unilaterally alter US foreign policy to have all the facts before doing so?
