Again. If an american commits a crime in another country that country can invesitgate and prosecute them. The only grey area is if the offending parties country refuses to extradite them for trial. Other countries dont have to follow our laws or constitutional rights. That's beyond stupid.Let me help you with your misunderstanding:
If the US , State or local government wanted to investigate an american citizen there is a legal process which must be followed. Only after that process if followed and an investigation is opened up (usually with probable cause), can the governing body collect information on that individual. Yes they can seek information from other countries after that process has started but not until OUR LAWS about investigating OUR CITIZENS are adhered to.
You might be getting confused when it comes to inter national courts where the US, or really any country, can tell them to pound sand.
