They should. Make flops reviewable. A flop in or right around the penalty area is a straight red. A flop anywhere else is a yellow.

It'll slow the game down at first, but in no time at all the flopping will stop and so will the reviews.

Flopping is a cancer of the game and a big reason some casuals can't get into it. After seeing Neymar this WC, I can see why. There is no equivalency in flopping between soccer and any other sport, including the NBA. Soccer has such a huge problem with it and it is endemic to the sport at this point.
