Fair. I always figured you can’t go up with your hands after going down with your hands without their being some stop, so that, to me, made it a balk. It also struck me, with consistent up/downs, as a “simulated start” that could deceive a runner and be a balk.As long as it is a continuous movement you can do whatever you want until you come set. It’s once you completely stop your movement, that’s when are “set” in the eyes of the umpire.
I’m iffy on balks but Hollan’s balk was before coming set. Maybe because it wasn’t continuous? He blatantly hitched on his way to coming set cause something caused him to halt the first 1/3 of the way.As long as it is a continuous movement you can do whatever you want until you come set.
