Use 23 and 24 to build the team around your QB. In the 25 class draft your rookie QB, let the last season in Nissan be his rookie year then you hit the ground running in 27 at the new stadium. Your QB's contract is 2-3 years behind the rest of the team so it allows you to pay the guys around him.

If Levis isn't the franchise you have to know now so you can make a move while you're down and have the draft status to get the right guy. Improve the roster for years and you don't be able to get that guy without mortgaging the future.
