Tennessee has a full suitcase of scholarships, the selling point of postseason for the next two years and will be 3 years ahead of USC in rebuilding at this point in 2013. If you think losing 10 scholarships a year for 3 years is just "going to hurt", you are kidding yourself. Alabama was crippled with less. So, yes, it's a garbage job (not program) for the next 3-5 years, much worse than the UT job for that period.
Seriously, you think a guy like Kiffin would get the USC job in any other scenario besides it being a garbage job at this point? In three years, USC will be dominated by small classes with second tier talent after getting raped by the larger powers for their usual talent base.
You are way, way undersestimating the damaging contents of these sanctions.
As long as Kiffin stays there, USC's recruiting will be fine. If they were in Nebraska or even at UT, I would agree to some extent. But, it's not going to be difficult to rebound given their location.
