One "Make a papier-mâché mask" class at the community center is all it takes to start a person down the path of vigilantism...

Seriously though I've never heard of that. Then again I don't carry a night stick around. So I'm not sure I would have.

Maybe it's a reductive thing like cutting down a long gun barrel below a certain length kicks in additional regulation...if you whittle the bark off of a stick, all of a sudden it's a "baton"?
