They speak Arabic in their house but out of respect for the US they never do outside of their house.

Sure there are social settings where it would be rude for people to carry on a conversation that other people can't understand. But if you're walking around in a mall talking to a companion in German, how does that offend the "U.S."?

That wasn't my point. My point was if you get into a wreck and either don't speak or don't read English you're setting yourself up for a very bad time.
I mentioned it earlier but there is a big difference between being able to just speak/read English and being able to do it under a time limit or on gov't docs.
So you're realistically saying that all government docs should be bi-lingual? What about an officer that responds to this hypothetical wreck? Should he/she speak Spanish or should there be a specialist that gets dispatched so the person that doesn't speak/write English can be seen to?
This was a huge deal while I was in DC, so I'm just curious how you're proposing that it gets dealt with rationally.
I'm saying I have no problem with them being in other languages. I don't think a project needs to be undertaken to translate them all though. You can be in the US legally and not speak fluent English.
And many cops in places like Phx do speak at least some Spanish. I don't see it as being much different than requesting a female cop to come and handle a female suspect.
My mother worked in the insurance industry for years and when I was growing up she had to travel there at least twice a year for business. She always called Hartford America's armpit.
Cost is a valid complaint, also this is America and we speak English. If someone wants to speak a different language they should have stayed home and there they can speak it all they want.
