He literally says "That's the point, it could lead to a shortage of masks for the people who really need it." Also qualifies a lot of it with "right NOW", aka before we had much of an outbreak here

Fauci: The masks are important for someone who’s infected to prevent them from infecting someone else… Right now in the United States, people should not be walking around with masks.

Here is what he said. If he would have just come out and said "don't go buying up all the masks because it will create a shortage for healthcare workers" I think everyone would have understood that. But he didn't.
