Also just a coincidence that Trump decided not to impose sanctions against Russia, when a bipartisan Congress overwhelmingly passed said sanctions last Summer..

But he did copy and paste a list from Fortune magazine of Russian oligarchs.

That's the joke.

They used to be the watchdogs for the people / of the truth- now they're lapdogs of the politicians (i.e. the companies/corporations that own the politicians).
