You must be mistaken. The Congress could not have been more clear. Trump simply must pick five of the 12 options that they gave him. This would be the second deadline he's missed. It's possible that the Trump administration is underestimating the political fallout from this but as of right now, their official stance is that no new sanctions will be imposed on Russia. The logic being that the mere threat of new sanctions will serve as a deterrent to future meddling in our democratic process. That is a lot to swallow and makes our country look very weak in the face of an aggressor adversary but that appears to be the party line, at least for now.
