Do you think Mueller isn't reporting his findings regularly to Rosenstein? If he strays from his mission it's up to Rosenstein to reel him in. If he hasn't done so it's a pretty good sign that Mueller is on mission.

As far as Manafort and Flynn's legal fees are concerned. If they stand up and tell the truth it will cost them almost nothing. If they are innocent it won't matter how hard Mueller comes after them because he can't find anything if it's not there.
