He is at the top of the employment chain of the Executive Branch. Yes they do indeed work for him.
He can absolutely direct them from one case to another , shut this one down start this one up just by saying .. Do it
No. They work for whomever is at the top of their reporting chain. Or instead if youāre trying to sound pious and patriotic they are administratively responsible to the people in the reporting chain above them which ultimately is POTUS.No. Luckily they work for us.

He actually can and fire them if they donāt , he can order the resources moved to a different case . Now would he ? That would be political suicide . They would refuse and he would have to fire them . See Richard Nixion. Why do you think Congress was trying to pass a bill to protect Mueller? He can fire him any time he wants to.

Investigators in New York state issued a subpoena to Michael Cohen as part of their probe into the Trump Foundation, an official with Democratic Gov. Andrew Cuomo's administration confirmed to The Associated Press on Wednesday.
The subpoena was issued after Cohen's attorney said his client has information of interest to both state and federal prosecutors. As Trump's longtime lawyer and self-described "fixer," Cohen could potentially be a significant source of information for state investigators looking into whether Trump or his charity broke state law or lied about their tax liability.

Serious question ( not really political ) I wonder how many other clients Cohen tapped over the years and do you think they are nervous ? I mean a high profile attorney in NY city he might have enough dirt on people to work out a hell of a deal lol . Just a thought .
It appears he has done some shady stuff so It's likely he may have recorded some of the people he worked with. He is not really a high profile attorney IMO. When they raided his house and office it was determined he only had like 3 clients. Only like .2% of materials seized were privileged.
