From experience here in TN it is not an admission of guilt but bylaw if you refuse you lose your license. When I messed up years ago my lawyer asked did I take a test. I aid yes. he said never ever take a test. you can't prosecute what you can't prove.
I've never lost a DUI case that went to trial even ones where I had no evidence other than my testimony. One case, the guy refused FST and didnt blow. I had video and audio of him driving and telling me that he wasnt taking anything I had for him cause he knew he had rights and that he "pleaded the 6th". He then told me that his lawyer told him that if he got pulled over for DUI, "not to tell the police anything and thats why he wasnt telling me s***". It took the jury about 15 minutes to find him guilty.
Yep do that and see how far you get. When you take the test for your drivers license you sign a piece of paper that says if you are stopped and suspected of DUI, you will submit to a test to determine whether or not you are DUI. Enter the Violation of the Implied Consent Law. By refusing, you will automatically lose your license for a year, regardless of whether or not you are convicted of the DUI.
Now in Tennessee, if you are drunk and have an accident, you can still refuse the test, but it will be taken anyway. That was added to the law last year

ATLANTA -- UGA Athletic Director Damon Evans "cried uncontrollably," according to a police report obtained Friday by Channel 2 Action News reporter Tom Regan that detailed Evans' arrest on a DUI charge.
A Georgia State patrolman pulled over Evans at about 11:55 p.m. Wednesday on Roswell Road in his 2009 BMW for failure to maintain a lane, officials said.
Police said the trooper performed a field sobriety test and determined that Evans was "less safe to operate a vehicle." He was arrested and charged with drunken driving.
According to the police report, Evans told the state trooper: "I am not trying to bribe you, but I am the Athletic Director of the University of Georgia."
