Yes if the allegations are true it needs to be cleaned up and its processes made more transparent, although maybe some of the lack of transparency is there to cover its use for three letter agency activity. And those on the outside profiting from corruption inside it need to be held accountable.Maybe target both?

I agree with much of this. The problem is that our government is bloated, we spend like petulant children with a trust fund and a black card. The agencies use this to carry out projects around the world that benefit them and the MIC. It's a slush fund for terrorism and seeding conflict around the world most likely.
