Kudos to you on finally reading the actual article, rather than relying on the tweet of a medical doctor on Australia who has previously been caught fabricating information. It's a Politico quote. That good enough? Better wake up.
Macron also argued that Europe had increased its dependency on the U.S. for weapons and energy and must now focus on boosting European defense industries.
He also suggested Europe should reduce its dependence on the “extraterritoriality of the U.S. dollar,” a key policy objective of both Moscow and Beijing.
Europe must resist pressure to become ‘America’s followers,’ says Macron

The third paragraph, which you conveniently left out, provides the necessary context for the quote.
You laughed without even seeing that Politico was the referenced article before your google fu. Now who looks foolish?
And the third paragraph doesn't change the context of his quotes.
So it is a non issue for you? Not exactly the kind of rhetoric needed right now by Macron.
"Rhetoric" indeed, as his statement lacks any sincerity, or meaningful content.
Especially given the reality of France and the EU's arms production:View attachment 545708
And France's energy import portfolio:
International - U.S. Energy Information Administration (EIA)
Feel free to continue salivating over nothing though, just wipe your chin before you go out.

I would suggest giving a listen. Jordan Peterson and Senator Mike Lee discuss russia/ukraine. I hope everyone maintains the ability to reconsider their position....and with not just this issue but all issues. I know I'm guilty of not always doing that.
