So, the opposite of what you said!not that I have seen from outside the US, most comprehensive I have seen was for WW2.

*note that this study says the spending went down on recreation but notes that price controls were present during wartime. and it includes a couple things I don't think of for recreation. They include education as entertainment, and don't really explain what personal care means, separated from medial care.
sounds like they spent more but moved it from some categories to another.
It should be obvious that away from the front people in wartime try to live normal lives as much as possible. I hadn't really seen that concept embodied in a study, though. Not that I ever looked.
