I disagree. Most targetting calls the offensive player is standing straight up or sitting on the ground and they get blasted by a defender. This is why you almost never see targetting called when a running back is involved because everyone knows the running back leads with his helmet and is not a defenseless player.75% of targeting calls the offensive player lowers their helmet.
