A reasonable inference considering that the GOP, far more than the Democrats, will shift its position on the proper venue for resolution of issues based largely, if not entirely, on where it thinks it has the best chance of winning the desired outcome.
The reason the GOP favors block grants to the state of Medicaid is not some antiquated 10th amendment bull shiite. Rather, it is because they perceive that they have a much better chance of controlling the money at the state level, and thereby they can control abortion spending.
The GOP is notorious for flip-flopping on where an issue should reside -- at the state or at the federal levels -- based on where at the time it thinks it has the largest bloc of power. Their proclaimed holier-than-thou interest in "states' rights" is almost always a compete charade.
If its something they think they control better at the state level, they insist that the Constitution places the decision there. If its something where they think they have more control at the federal level, they proclaim it part of the powers of the federal government.
Witness the recent shift in the GOP's position on where certain corporate matters, gun owners rights, political financing, etc., should be decided based on the make-up of the Supreme Court.
