Must be hard to schedule in the CFL with an odd number of 9 teams.
How do they decide the playoffs, are the 9 teams divided into divisions? They're trying to get a 10th team in Nova Scotia. It's already been approved by the league dependent on a suitable stadium being built. They're going to be called the Atlantic Schooners. They previously tried to start the team way back in 1984.
Other than that I think the biggest issue is they simply don't have many more cities big enough to support a team. I've heard that Quebec City and Halifax are the only other areas they could even consider.

2019 Canadian Football League Playoff Tables -- presented by The Study of Sports NetworkHow do they decide the playoffs, are the 9 teams divided into divisions?
I’m glad you get it, that seems confusing. They have 2 divisions. 6 of the nine teams make the playoffs and they have some weird thing where they move one of the wild cards over to the other division to even out the playoffs. So a Western division team that is a WC could win the Eastern Finals, and the other way around. I'm not sure exactly how they determine it, other than the 3 worst teams in the league definitely don't make the playoffs.
Now I get it, thanks.Actually here's what happened this past season.
2019 CFL season - Wikipedia
4 teams from the West qualified for the playoffs, 2 from the East. The 2 Division winners get a bye. So the worst West team was moved to the East playoffs to play at Montreal, who was the 2nd seed in the East. In the West the 3rd Seed Winnipeg played at 2nd Seed Calgary.
