The law was continually modified and updated throughout the Old Testament. Notice, the laws are different in Numbers than in Leviticus, than Leviticus and Deuteronomy, than Deuteronomy and Joshua, etc., etc. At the time of Christ, polygamy and bigamy were extremely rare among Hebrews.
