So does Dillon start next year?

I think it depends mostly on 3 things:
1. Whether Curt Maggit comes back next year (and if he's healthy.)
2. How JRM progresses. Whether he gains some experience this season or not and how he fares in the spring.
3. How the EE LBs, Mouhon and Weatherd, perform and fit in during the spring.
I'm not sure where they want to play Bates, but if it's at weak side I'd say JRM is his competition. If it's at strong side, then I doubt he beats a healthy Maggit. Weatherd could be a factor if Maggitt is gone/unhealthy. If it's in the middle, then Mouhon may have an upper hand from spring experience.
Of course other players like Justin King, Kenny Bynum, Christian Harris, or Gavin Bryant could show up and snag a spot as well.
No matter what happens, though, I think he definitely plays his freshman year. But I'm not sure he begins the season as a starter. That's no knock on Bates, though. I just could see some guys who've had more time in the system likely being better options early in the season. I'd day he gains playing time as the season progresses though.
Maggitt and Johnson are locked in. Both should be here next year.
The 3rd spot will probably be between JRM, Weatherd, and Bates. That is the kind if competition we haven't had in a while.
Arbitrary? I don't know that I would say that. Subjective? Without a doubt. I did a side by side comparison of player rankings between Rivals and 247 and it's pretty eye opening the vast disparities in rankings of individual players. The services occasionally don't even agree on what position a player projects for. I guess it's all part of the entertainment. The gem of it all is that people actually pay them money to do this for a living. I personally think it's a damn good gig and I ain't gonna lie, I'm envious.

It's all subjective. I won't say that it's dishonest but it's definitely not the final word. That rests with the coaches and their evaluations. For that reason I think it's informative to look at offer lists as well as awards, competition, etc. and form your own opinions. If the services are manipulating the rankings because of financial incentives that would be dishonest and given the personal conduct standards they and the rest of the media set for athletes I would be shocked, shocked I tell you, to find out these services were cheating.
Yeah coupled with the young DBs we'll be finally daring teams to run out of the endzone. Can't wait to see McDowell crash dummy some returners.
