The SEC rule just limits the number of players that can physically sign a LOI of financial aid agreement.
The NCAA rule strictly limits the number of players that physically be enrolled in school on scholarship every year to 25. It includes EE's, JUCO's, transfers, everyone.
A little known fact about the SEC rule is that a "back-counted" EE does not count for either the backcounted class or the upcoming class in terms of the 25-man signee limit. That means that there is almost always a higher number of students that are allowed to sign than enroll. The SEC rule has never and most likely never have a legitimate impact on our recruiting efforts. It was 100% designed to prevent schools like Ole Miss from signing 5+ players every year that had no shot of actually being able to enroll.
