It makes perfect sense if you think about it. There are high expectations for the Vols this year. Higher than they have been in a LONG TIME. So I believe that some recruits are in a wait and see mode. Oh and there is that whole lawsuit thing. Its over now but it definitely had an impact.
It's not over on the recruiting trail I can assure you, now the negative is Tn had to pay off rape victims. Recruiting is harsh.
Kids don't care about that. If anything it's a positive. That we're willing to break rules or do immoral things to protect them.
The negative recruiting that is killing us is the 0 draft picks in 2 years. Getting to the NFL is the #1 goal of all these kids. They want to know you can develop them to get to the next level. 0 draft picks in 2 years is prime evidence that you won't get to the NFL if you go to Tennessee.
You best believe this is being drilled into the head of every recruit considering us by these other schools.
That's mitigated by the fact that Jones has only had one class that has even been draft eligible at Tennessee at this point. He recruited a #1 overall pick (Eric Fisher Chiefs) to Central Michigan and has two first rounders for 2017 in every projection I've seen (Barnett and Sutton). I think it depends on which recruit you're talking about when discussing the problem but the blown leads to Oklahoma and Florida have hurt the perception of Jones as a coach and the direction of the program. I also think that some recruits simply don't like his offensive system and how he uses WR's.

My dad is a businessman, so he had a spreadsheet for me to narrow it down,” he said. This recruitment has the flavor of so many previous 5* ones in the last couple years. We are in the conversation, we make the Top 10, then the Top5, then the Top 3 and then on NSD we go home empty handed. If this were a movie it's be 27 Dresses....
