He certainly did. Starting with 1st degree murder, which is still a crime in Texas. It should be pointed out that last year's "Constitutional Carry" bill signed into law by Gov. Greg Abbot, doesn't cover this idiot, who was under 21 and carrying a rifle.
However, it is also fair to point out that Texas now leads the nation in spree shooting deaths over the last 5 years ....

- 26 people were murdered in the Sutherland Springs Church shooting in November of 2017?
- 10 people were murdered at Sante Fe High School in May of 2018?
- 20 people were murdered at a Walmart store in El Paso in August of 2019?
This latest shooting, involving 21 more deaths, makes for a combined total of 77 people that have been murdered in the state of Texas across 4 separate incidents, in less than 5 years worth of elapsed time.
.... and thanks to Gov. Greg Abbott, Texas also has the laxest gun laws in the country.

what has he done to help prevent these incidents from occurring? If he has taken any action at all, it clearly hasn't helped.
