The real question would be what margin of error is "acceptable?" Is 100% accurate the answer?

On the recount? I wouldn’t think 100% would be the likely outcome. In a perfect world, 100% would be attainable, but human error alone will bring that margin of error to 1-2% in my opinion.
 
Which means they cannot "be allowed" to be defective. This is the emperor has no clothes territory.
Here’s my problem with that. I don’t believe for one second they are defective, but if they are, and the “Deep State” is in CYA mode, why even let it get public?

1% for Trump would put him over the top in GA. We're talking very slim margins by percent.

A recount would be unlikely to change more than a few hundred votes. Maybe a couple thousand on the high end. It isn't really realistic that a recount changes the outcome of a single state.

When you think about it, if someone wanted to call an election into question, it wouldn't necessarily be the candidate/party who apparently benefited from the fraud/errors being responsible. Actually it would be more beneficial to know where the apparent fraud/errors occurred and know that they were not benefiting the party or candidate claiming harm.

Devious minds, Deep State or otherwise, would not be obvious.

I was referring to a machine count versus a hand count. Theoretically, a hand count "should" be 100% accurate since it's eyes on each and every ballot.

My question is how much margin of error will be "acceptable" between the machine count and a hand count.

I can't argue with your logic, but all you have to do is look back to the Trump investigation. That was a pretty botched operation by supposedly reputable federal bureaucracies. Apparently government agencies let SW patches happen during the election - that shouldn't happen.
