Is that true? I thought they were pretty good about fiddling with it to get a short term result. The data I saw showed that from about 1965 to 2015 (based on my memory), no matter what they did with federal tax code, it would move up and down a couple % points, but in the long run it always returned to 18-19% of GDP because it takes time to adjust to the new laws.
That sounds about right and the CRFB "analysis" isn't even taking that into account.
