The investigation was carried out to fire Pruitt for cause. The leak was to get the ball rolling on that front. Don't question my intelligence... it's clear as day.

I think that was just a collective fever dream on volnation. The goal may well have been to get Pruitt fired, but the motivation was almost certainly not saving money on his buyout.
