At the time, yes I thought congress should approve of weapons. It appears the Obama Administration and Congress knew enough to know they needed to address the corruption in post USSR Ukraine. At the time the Obama administration was saying very little, if anything, about corruption in the context of providing Ukraine lethal military aid. I don't know why you proceed to reference the airliner, as if it's connected to your previous sentence? The fact that Russians shot down the plane would be a strong argument in favor of proving said aid.
