They got exposure. I don't think that is even debatable.
Was it effective? Was it good exposure? Will it result in more sales? I think these are the questions which are TBD.
I don't purchase a lot of ammo. I had no idea it flies off the shelves.
I wish all ammo companies would refuse to sell the government.

We've had a few potential customers call this morning to ask why they have to check a box stating they did not vote for Joe Biden in order to purchase our ammunition.
First question - are we serious?
Yes, we are serious. Joe Biden ran on a campaign built on the most radical gun control platform a major party candidate has ever had, including banning the online sale of ammunition. Essentially, a plan to bankrupt our company.
Second question - couldn't I have voted for him for other reasons?
Sure, that's possible, but if you did, you should immediately sell any firearms you own out of solidarity.
Third question - are you really willing to walk away from a paying customer simply because they voted for Joe Biden?

This isn't a Looth type discussion. We're not working in some graduated shades of gray here. Neyland and Pruitt were both UT football coaches. If you want to say their success as coaches here is on a "continuum" that's probably accurate. Doesn't mean the differences aren't profound.
Back on topic there's literally no reason I can think of (others might) for what the Fenix people are doing other than preferential allocation. There's X amount of ammo they make and it's currently sold as soon as it's sold. If they can sell it to people they'd rather see have it for what they deem more supportive of their industry I can rationalize that POV. Personally a bit ambivalent but I understand.
I doubt this will cost them money, I'm sure it will make them money. What I care about is their prices and how much I can buy at one time from them . Letting your political beliefs and or your disdain for the type of ads they run cost yourself money, is pretty dumb in my opinion.

If the whole point of this is the weeding out of Biden/Kamala voters wouldn't that fact render what you posit moot? (at least to some degree)
And the "publicity stunt" rings a little hollow given, as stated earlier, there is simply no need for publicity. right now if you make it it's sold. The one caveat would be if this tactic is directly tied to overtly high pricing.
