Take the total govt expenditures for the previous 3 years, average it then figure out the total consumption average for that time period and set the consumption tav at that rate. Bet we would see a balanced budget pretty quick.
The excess would go to lowering the overall tax need and could allow a drop in the consumption tax.I like the way you are thinking.
Allow a certain amount the government can hold in reserves and what is unspent must be refunded to tax payers. Bet you’d see a lot of advocates for smaller government.
Another benefit to a consumption tax is that it is apparent with every purchase. The auto withholding largely hides the ridiculous amount of taxes extracted from every dollar of pay.
