Take the total govt expenditures for the previous 3 years, average it then figure out the total consumption average for that time period and set the consumption tav at that rate. Bet we would see a balanced budget pretty quick.

The excess would go to lowering the overall tax need and could allow a drop in the consumption tax.

We need to work on voting first. Voting needs to be limited or weighted and tightly controlled via in person voting ID requirements. Those with skin in the game should count more than those that simply take.
