It's not even that. Last night proved that the police cannot be everywhere at the same time. And even then, they may have their hands tied (like we saw last night) and cannot protect property.
It's an individual thing.
Someone made mention that these guys are better organized than Ferguson. They are in small units and quickly move from place to place to evade police response. The only way I see countering this is to have a massive manpower response by the state. If not they can just keep popping up at random.
