No it isn't. The #9 team would claim they got screwed. Hell, in basketball, the #69 team claims they got screwed.

The problem with that system would be that eventually an 8-4 team would score a major upset in a conference title game and take the spot of an at-large team that was deemed to have a better resume.
Now why does that sound familiar? :question:

The only difference is that the team that scored the 'upset' got relegated the hell out of the conversation.

That's why you make a stipulation that no team ranked outside the top15, regardless if they are conference champs or not can be a playoff representative.

I don't think anybody would agree to that. The playoff committee is going to be against having any sort of specific, objective criteria for gaining entry. It's not like basketball where 68 teams get in. That many teams allows for some objective criteria in order to get in, and then the debate is over seeding. In a 4 or 8 team playoff, I'm not sure seeding matters all that much. You just need to get in.

Isn't this why the games are played? Make the 8-4 team travel to higher ranked team's region (not necessarily their home field). If the home team get's beat by an 8-4 team at that point, they deserve to lose. Fair shot to all.

16 teams. Reduce reg. season games to 11 and use the bowl system to your advantage for the playoff. This has been a topic for about 20 years, nothing new.

This has been a topic at least since the 1930s. While researching a book several years ago, I ran across a 1936 "New York Times" article explaining how a new college football playoff was being discussed and would happen soon.

What you mention in bold might happen 5% of the time. The other 95% of the time, the 8-4 team would get annihilated, adding to the controversy.

Also, they'll never go to 16 teams because it would require the elimination of a regular season game (as you mention) and the conference championship games, which are cash cows for the conferences. That's how the FCS is able to have a playoff - 11 regular season games and no conference title games.

All teams control their own destiny, even the 8-4 teams. Had said team won more games, it's likely they wouldn't be a #16 seed up against the #1 seed (for example). Then more emphasis is placed on winning those regular season games due to playoff implications further down the road.
