Troubling lack of diversity in that ballon clubI presume the regs were written as they were after an assessment of minimal danger. The exemptions center around weight of solid mass (payload) and tethering items (things that could connect the balloon to an aircraft). Given the nature of balloons themselves and how airflow affects them it seems highly unlikely they could be an intake threat and they certainly wouldn't be an impact threat. If NORAD has to "regate"..now NORAD is looking at thousands of track daily..Must be keeping them very busy.
Seems weird having to look at high/Fast and slow/Small.
If you change your radar search parameters do they still see High/Fast with clarity?
I would venture that is puter processing based on some old Computer that is like your old handheld TI calculator.
There are various terms for these kinds of practices. Gating, declutter, etc…. The same practice is used on LASER range finders using range gates to reject spurious or non correlated range returns.@AM64

I think it could be a tough problem due to winds aloft. Various velocity vectors of varying amplitudes changing by lat/long and even different altitudes at the same lat/longI've wondered a little about that. Changing parameters to cover balloons probably adds some clutter, but it's hard to imagine that NORAD has a bunch of guys staring at scopes rather than a computer sorting things out and calling attention to questionable stuff. That said; I still find it hard to believe NORAD radar could pick up a balloon the size the hobby group is claiming. If they are, I hate to imagine what birds are doing to the process.

Dude the concept of gating was invent 30 minutes after the first RADAR and LASER returns were realized. The first 20 minutes were pondering “hey this stuff is great if you don’t have any spurious noise or background clutter but sadly that’s 80% of the usage cases”On old crappy hardware and software.
