He basically connects this act of aggression from China with us opening 4 new military bases in the Philippines.
 
I just read that China says its a civilian weather experiment. It just "got lost" and happened to float over our ICBM sites in Montana. Normally, I trust everything China says, but this is pushing it.

What would a nuclear bomb do at 26 miles over the US? This could be test run to see what we would or will do. If China can do this, who else could do this?

They'd put a nuke in a balloon? A balloon lauched from the middle of their own territory?

Not sure this one is at the right altitude, but a thermonuclear detonation at a certain altitude would generate a massive EMP that could cripple up to 1/2 of the CONUS.

I'm pretty sure that we have the technology to tell if a nuclear weapon is aboard that thing. If this is a test run to see how we would react in the event a bomb in a balloon is floated over, they got no info.

Edit: you and i may have just stumbled on to a reason why they didn't respond... the government doesn't view this particular incident as a serious threat for some reason and they don't want the CCP to know how they'd react.

What kind of battery would they use on a high altitude recon balloon? Would we be able to tell the difference between a nuclear battery and a explosive device?
