And 40k ft is inside the altitude of civilian airliners flying the great circle route over the pole. That's not what the military has said. They said the debris field would be miles wide if they dropped it onto land from 50,000 ft and couldn't guarantee the safety of people and property, and that it would be easier to recover in shallow water, and that security threats could be mitigated along the flight path. Maybe you know something better, I don't.

Looks like they shot the Balloon itself and the Electrics look relatively intact. Not sure that fabric would be such a threat to the ground. But what do we know.
