Because Urban Meyer hasn't run Urban Meyer's offense. He broke out probably 5% of his offense in 2006. 2007 will be the 1st year of Urban's preferred offensive system.
I think there's a lot of truth in this statement. Meyer was definitely forced to adapt a lot of what he wanted to do to the personnel we had in place (namely, Chris Leak). I remember against Arkansas in the SEC Championship Game they were trying to play a lot of man with only one safety deep and Leak was able to pick them apart and get up 17 nothing. Then they started to play two deep with man to man all the way across. Against this the automatic response in Meyer's offense is to run the ball, and in particular to use option reads out of the spread. In theory, if the defense is playing two safeties and man to man, the offense should have an advantage because the QB's read on the option should account for an extra block. So naturally this is what we tried to do, and it was not very effective because Chris Leak, for all his strengths, was inept as a runner. We were eventually able to make it work with a huge run on a misdirection play from Percy Harvin, in addition to getting a little bit of luck and a brilliant trick play, but the running game definitely wasn't as reliable as we needed it to be.
This is the main area that I think we're going to see improve with Tebow at the helm. Defenses are not going to be able to toy with the option the way they did so often with Leak at QB. Tebow is very dangerous running the option even when you know it's coming, and for that reason I think defenses will have no choice but to play up in the box and leave the DBs in dangerous match-ups with our receivers. Conversely to what we saw with Chris Leak, the challenge for Tebow is going to be exploiting the advantageous match-ups we'll have at receiver.
My feeling is that with our youth on defense we are going to have to outscore teams occaisionally to make the season a success, but I think we can do it because I think our offense is really going to start to take off now that it won't be missing a huge chunk of its identity. Keep in mind that we weren't terrible last year by any means. We ranked 19th in the nation in total offense ahead of teams like Michigan, Texas, Tennessee, Southern Cal., Notre Dame, Arkansas, etc. So I think Meyer's right that our offense will improve enough that we'll be able to withstand a drop off on defense so long as there are no major meltdowns on that side of the ball.

Wow! You really think Tebow could have a career like Grossman's or Wuerffel's? That would be incredible.
FWIW, observations from random internet posters aside, Tebow was hardly just a run-of-the-mill QB at any point in his high school career. He set practically every record you could set at a school with very little history of success. At no point in his high school career was he the beneficiary of great talent around him, yet he still managed to gain national recognition.
I also think Tebow's prowess as a runner is highlighted by what Chris Leak managed to do with the same temmates when he was asked to run the ball.
