It's always about boundary conditions ... the start and end points. Play with those and you can make data show anything you want. The other method involves manipulating some raw data to "correct" changes in collection methods or to "normalize" (or insert any other number of modifiers) data collected by other means - like temps before thermal recording devices or even before thermometers and record keeping. Statisticians don't outright lie, they just pick the right boundary conditions to prove a point; they've so thoroughly trashed "statistics" they had to give it the alias "metrics" to restore credibility while continuing to the same old fraudulent games.
