Of course Barr is going to spin. He did the same thing with a "summary" of the principle findings of the Mueller report.

It just seems like he is really reaching this time to find something negative to say about the investigation. The fact is, there were (and still are) all sorts of indicators that Trump and his campaign at a bare minimum welcomed Russian support for Trump. Whether that bled over into any significant cooperation between the Trump campaign and Russia is up for debate. But there was more than enough there to support a full review of it.

If the FBI in using his dossier to get or extend FISA warrants didn't disclose that the author told them his sources were questionable it's bad for them.

IG report said the beginning of the investigation was justified.
 
Note the word ANY. Contrast that with what Mueller said about Russian collusion (psst, he did not use the word any). That's a very strong conclusion for Horowitz to draw.

Or Barr has access to information that the IG was unable to include in his investigation due to limitations of scope (DOJ vs Intelligence Community)

Impeachment: justifiably moving forward.
Mueller investigation: justified and no signs of bias.
