My understanding is that Horowitz does not have the ability to subpoena or compel anyone, his ability to get statements only pertains to current government employees. Durham can subpoena and compel just about anyone he needs to. He also has the power to convene a Grand Jury and seek indictments.Am I wrong, or does Horowitz have access to government employees, whereas Durham can go anywhere and convene grand juries, etc.? That would seem to make quite a difference in what one can conclude versus the other.
Durham can keep it in the partisan bickering stage for a while but he really needed Horowitz to confirm some bias to keep it going.
