Charges Dismissed against ‘facilitator’ in home invasion-turned-murder of Memphis college student​

MEMPHIS, Tenn. (WMC) - Charges have been dismissed against the woman accused of acting as an accomplice in the murder of 22-year-old Rhodes College student Drew Rainer.

Raquel Lori Frye, 34, was charged with facilitation of: first-degree murder, aggravated robbery, especially aggravated robbery, especially aggravated kidnapping, especially aggravated burglary.

The murder happened during a home invasion in October 2021.


 

2 Memphians arrested in East TN human trafficking sting​


MEMPHIS, Tenn. — A man and a woman from the Memphis area were among nine arrested during a human trafficking sting in East Tennessee over the weekend.

Vincent Billingsley, 30, of Memphis, was charged with one count of promoting prostitution and one count of simple drug possession.

Morgan Garrett, 38, of Cordova, is facing one count of promoting prostitution.

The Tennessee Bureau of Investigation said special agents with TBI’s Human Trafficking Unit, the Hendersonville Police Department, the Sumner County Sheriff’s Office, members of the 18th Judicial Drug Task Force, Homeland Security Investigations, and the Office of 18th Judicial District Attorney General Ray Whitley were all involved in the undercover operation.

The TBI said the operation was aimed at addressing human trafficking in the Hendersonville area and identifying individuals seeking to engage in commercial sex acts with minors.


 

Senate approves resolution to investigate district attorneys​

MEMPHIS, Tenn. (WMC) - The Tennessee Senate passed Senate Resolution 120 on Wednesday.

The resolution, sponsored by Sen. Brent Taylor (R-Memphis), calls for the Tennessee Supreme Court to establish a Judicial Review Committee to investigate three district attorneys general.

These include Shelby County District Attorney Steve Mulroy, Davidson County District Attorney Glenn Funk and District Attorney Chris Stanford, who serves Warren and Van Buren counties.

The vote comes after ethics complaints filed against Mulroy were dismissed back in February.


 

MSCS State Takeover Bills Pass In Senate, House​


MEMPHIS, Tenn. — A bill to create a state-controlled oversight board for Memphis-Shelby County Schools passed 26-6 in the state Senate on Tuesday. It was later approved in the state House.

The bill was amended by the House, so it will not immediately head to the governor.

The bill, also known as the Tennessee Public School Accountability Act, would authorize the Department of Education to appoint a board of managers for four years.

It also would lift the income cap on school vouchers in Shelby County.

Second arrest made in Nutbush Cockfighting Operation​

MEMPHIS, Tenn. — A second arrest has been made after a cockfighting operation where over 40 roosters and chickens were discovered at a Nutbush home earlier this month.

Jose Naranjo is charged with 47 counts of aggravated cruelty to animals, four counts of cruelty to animals, and two counts of cock fighting.

On April 9, officers say they responded to an animal cruelty call at a home in the 1200 block of Weiner Road.

narcotics at the home when they discovered a cockfighting operation with over 40 chickens and roosters in the backyard. That is when they called Memphis Animal Control.


Officers say that most of the animals did not have proper shelter, some were in cages, and some of the roosters were tethered. They say a dead rooster was found in a cage along with two chicken/rooster skeletons, all in the backyard.

The beaks on two of the roosters had been filed down, three of the roosters had their crowns taken off, and leg weights were attached to some of the roosters, police say.

A stuffed “rooster glove,” often used to train roosters to attack other roosters, was found in the backyard. Several vitamins, steroids, and antibiotics, often used in cockfighting, were also found on the property.

A bullet-resistant vest carrier and bullet-resistant vest were found under a mattress in the bedroom, $1,488 in cash was found in a bedroom, several baggies of a white powdered substance and a black scale were found on the kitchen table, police say.

Memphis Animal Control took custody of 44 live roosters and chickens and the remains of the other three animals.

Police say Jose Naranjo and Perla Hernandez were the only known adults who lived at the home. However, Naranjo was not present on the scene.

Hernandez was placed in Homeland Security’s custody but was later released without any charges from them. She was then arrested by the Memphis Police Department.

Perla Hernandez, 33, is facing more than 50 counts of animal cruelty and two counts of cockfighting. She was released from jail on a $10,000 bond and is due back in court June 2.

Jose Naranjo was booked into jail on April 27 and also released on a $10,000 bond. He is due in court on May 5.

I don't think it's all of them. A couple pled guilty to federal and state charges. These 3 pled not guilty to state charges and that was this trial I think, but they still have federal charges sentencing coming up.

50-60% of Shelby Co residents do not carry auto insurance. Stories like this are becoming common unfortunately. I wouldn’t recommend liability only for anyone that lives here, due to the increasing high theft and vandalism. A lot of people forget that you can drop collision and still keep comprehensive coverage on older vehicles.
