Yea they would have to muster a significant amount of support.they cannot on their own and Congress cannot on their own as I understand it. The best that Congress could do is a 2/3rd in both House and Senate to create a panel that would invoke and presumably that comes back to Congress for vote.
on the other hand, the Executive branch can invoke themselves and it goes to Congress for confirmation
It's just too close to the end of his term. Yea Congress can vote to assemble a disability panel, and then vote again, right?impeachment is the Congress route to remove a POTUS. 25th is out of Congress's hands other than indirectly through some panel that has authority I haven't dug into.
25th is the route for the E-branch to replace POTUS.
