I’m not seeing any issue with that at all. Drop to what you believe is a necessary level. If you realize you were wrong and do need to slightly increase the number of employees, okay.

No, you can have all kinds of waste, at scale worse quality service or product. You are not identifying what needs to be cut, as you just have it in a pile.

Someone has to properly find the unnecessary service, fraud, waste and abuse. Some of that can be quite easy, other times not so much. Stuff like CIA, NSA, Ed, IRS, etc. we can probably just do away with most of the services.

Go back to before 1/20. I pretty much called whats going to happen. No changes to overall budgets, almost the exact debt ceiling proposal, and focusing almost 100% of efforts on D waste...
