Isn't there a disconnect between what foreign aid really is and your "commonly held definition"?
Well no; again your 2nd link refers to Security funding, I'm simply explaining to you that it is not 'stupid' or some personal definition but a very specific definition within foreign aid, not just the flowery 'feed kids' stuff.By that broad definition, anything th US spends outside of the continental United States is "foreign aid".
Is the funding used to strike ISIS leaders yesterday, foreign aid?
Like I said you all can use your own personal definitions if you like, but you'll be alone in your reasoning.
